| In response to significant input from multiple stakeholders, expert testimony, and countless hours of review, analysis and deliberation, HHS announced its intention to delay the start of Stage 2 meaningful use for the Medicare and Medicaid EHR Incentive Programs for a period of one year for those first attesting to meaningful use in 2011. CMS intends to propose such a delay in the Stage 2 meaningful use Notice of Proposed Rulemaking (NPRM), which is scheduled to be published in February 2012. |
Meaningful Use (MU) Services

LIPIX MU Services provides tailored and personal service, guidance, and information to help practices achieve Meaningful Use on Certified EHR technology.
LIPIX, along with the NYeC federally authorized Regional Extension Center (REC), offers assistance to providers to help them achieve Meaningful Use of EHRs and earn financial incentives through the Centers for Medicare and Medicaid Services (CMS).
Services Offered
- Education and Outreach, including toolkits and templates
- Consultation regarding privacy and security best practices, including practice-based privacy implementation
- Assistance with implementation, configuration, and project coordination of EHR
- Oversight of practice and workflow redesign to maximally leverage technologies being implemented, including clinical and administrative workflows
- Facilitatation of interoperability and health information exchange integration with the LIPIX RHIO
- Consultative advice and tools to facilitate the achievement of Meaningful Use and the receipt of incentive payments from CMS
Practice Eligibility
LIPIX MU Services offers subsidized assistance to practices with Priority Primary Care Providers (PPCPs).
A PPCP is defined as a licensed Doctor of Medicine (MD), Doctor of Osteopathic Medicine (DO), Nurse Practitioner (NP), Physician Assistant (PA), or Nurse Midwife with prescriptive privileges who provides primary care clinical services.
Providers must be practicing in one of the following settings:
- Individual or small group practices (defined as ten or fewer professionals with prescriptive privileges in the practice) primarily focused on primary care
- Public and Critical Access Hospitals
- Community Health Centers and Rural Health Clinics
- Other settings that predominantly service uninsured, underinsured, and medically underserved populations
