CMS EHR Incentive Program Payment Incentives
Providers eligible for the Medicare EHR Incentive Program can earn up to $44,000 over 5 years. Incentive amounts are based on 75% of the fee-for-service (FFS) allowable charges. Eligible Professionals (EPs) who practice predominantly in a Health Professional Shortage Area (HPSA) can earn up to 10% more in incentive payments under the Medicare program. However, EPs who enroll in the program after 2012 will receive reduced incentives. And EPs who qualify for the Medicare EHR Incentive Program but do not demonstrate meaningful use by 2015 will be penalized with reduced Medicare payments.

Providers eligible for the Medicaid EHR Incentive Program can earn up to $63,750 over 6 years. Incentive payments by year are shown in the table below.
Pediatricians who meet the minimum 20% Medicaid patient volume requirement, but do not meet the 30%
patient volume threshold, can earn up two-thirds of the available incentives, which is equal to $14,167 in the first
year and up to $5,667 in the subsequent years, for a total of $42,500 over the 6-year period.
Providers will not be penalized if they enroll in the program after 2011, however they must enroll by
2016 to receive the incentive payments, which will be available through 2021 (see table below).
To qualify for Medicaid incentive payments, EPs must adopt, implement, upgrade, or demonstrate meaningful use of
certified EHR technology in the first year of participation and demonstrate meaningful use in years 2‑6 of participation.
